I was looking at Ruby On Rails just last night as a result of our chat on popex last week, and the "scaffolding" that comes with rails truly is phenomenal. Just adding the line "scaffold :instance_name" to the top of your controller file creates all of the CRUD functionality for you, which you can then customize to your hearts content.
Watch media.rubyonrails.org/video/rails_take2_with_sound.mov 1 that video and you will see what I mean. You will have to excuse just how geeky the guy sounds, lol!
