View As Web Page each panel has 3(?) tabs.
the panel's own tab is highlighted. each other tab refers only to the anchor on the page, of the appropriate tab/panel pair.
non scripted browsers will be able to navigate the page in a linear fashion.
adding a javascript function (attached to the object using getElementById) that hides each tab, and overlays them, using the standard style switch would give the appearance of swapping the tabs.
