I think that's his name anyway. He's the one who does Dave Angel and Competitive Dad in The Fast Show. I was at the top of Portobello Road looking at someone else who looked vaguely familiar but wasn't and then I turned around and saw him.

By a bizarre coincidence I saw this Fffast Show funnyman today too, right outside my office. His name's Simon Day, not Simon Williams.
