apropos of the mobiles / saudi rebellion story

(This story, to be precise... a friend and I came up with a brilliant pro-peace idea. Our forces should FLOOD the Arab world, and especially Iraq, with great western consumer goods. If the soldiers handed out mobile phones, Nike Dunks in unique-to-Iraq colours, Gameboys etc the people would LOVE them. Given the ludicrous budget that's being spent on arms, couldn't a little more be spent on FUN technology?
