Turns out that was the wife's cousin holding up the traffic :-(
Held me up on the way in to work, turns out it was the wife's cousin's car that was upside down in front of us on the motorway! His car was hit by a truck, no idea who was at fault yet, he is in intensive care but stable. Broken arm and leg and fractured skull, doesn't sound too good but apparently he is conscious and OK.
